The Misunderstanding That Causes Most Problems
There is no such thing as a government-issued “CE certificate” for an espresso machine. CE marking is a manufacturer’s declaration that the product meets the applicable EU legislation. The legally meaningful document is the EU Declaration of Conformity (DoC), backed by a technical file and test reports from a competent laboratory.
So when a supplier emails you a glossy one-page “CE Certificate” with a gold seal, that document alone proves nothing. What you need is:
- the DoC, naming the exact model number you are buying and listing the directives applied;
- the test reports behind it (safety, EMC), from an accredited lab, with the same model number on them;
- where the boiler is in scope, the pressure equipment documentation for that vessel.
Model numbers matter more than buyers expect. A DoC for a 2-group machine does not cover the 3-group version, and a report issued to a different factory’s company name covers nothing you are importing.

The boiler rule worth memorising
Under the Pressure Equipment Directive, fired or otherwise heated equipment intended to generate steam or superheated water above 110 °C is in scope once the vessel volume exceeds 2 litres. A single-group machine with a small boiler often falls below that line and is built to “sound engineering practice” instead — legitimate, but it means no PED conformity assessment applies and the DoC should not claim one. Most 2-group and 3-group commercial machines carry boilers well over 2 litres and therefore do need the pressure documentation.
If a supplier’s paperwork claims PED conformity for a 1.8-litre boiler, or claims nothing at all for an 11-litre one, that is your signal to ask harder questions.

One rule holds everywhere: the party placing the product on the market carries the legal responsibility. When you import, that party is usually you, not us and not the factory. That is exactly why you should hold the full technical file, not a screenshot of a certificate.
Voltage Is Compliance Too
A machine certified to the right standard but built for the wrong supply is still a machine your customer cannot switch on. Confirm voltage, phase, frequency and plug type at order stage, in writing, per model — including whether a 3-group machine needs three-phase at the café. The Document Pack to Demand Before Balance Payment
- Declaration of Conformity (or destination-market equivalent), naming your exact model numbers
- Safety and EMC test reports from an accredited laboratory
- Boiler / pressure vessel documentation where the vessel is in scope
- Food-contact declaration for wetted materials
- Electrical schematic and rating plate photo showing voltage, frequency and power
- Serial-numbered pre-shipment photos or video of the machines actually crated for you
- Commercial invoice, packing list and certificate of origin — plus any preferential origin form your FTA allows
- Warranty terms and a spare-parts list, in writing

Yes. To be placed on the EU market a commercial espresso machine must carry CE marking supported by an EU Declaration of Conformity, with test evidence for electrical safety and EMC, plus pressure equipment documentation where the boiler is in scope. Is a “CE certificate” from a Chinese test lab valid?
A test report from a properly accredited laboratory is valid evidence — but the report is not the certificate, and the certificate is not the legal document. The Declaration of Conformity issued by the manufacturer, backed by that report and a technical file, is what an inspector will ask to see.
Does the espresso machine boiler need separate certification?
